        It is widely acknowledged that relying solely on physical capital and labor as main sources of the economic growth would cause countries to lag behind others in the process of sustainable development, and the productivity improvement through technological advancements is the only way that ensures the continued economic growth. So, it is important to study the economy’s potential of technological innovations and capacity of technology absorption in order to allocate the scarce recourses efficiently. Therefore, the main objective of this study is to investigate the capacity of technology absorption in the Iranian Economy. To that end, using data from the Iranian economy over the period 1347-1390, the technological absorption capability hypothesis of Teixeira and Fortuna (2010) has been tested. According to this hypothesis, the existence of adequate human capital could help the economy to absorb the technological spillovers caused by FDI, importing capital goods, and the collaborations between countries. Furthermore, this hypothesis states that the higher is the R&D expenditures, the higher is the technological absorption capability. Using the co-integration method of Johansen and Juselius (1990), it is found that the existence of adequate human capital in Iran has enhanced the technological absorption capability of the Iranian economy. However, the R&D expenditures have no significant effect on the absorption capability of the Iranian economy. In sum, the Iranian economy can benefit from the technological spillovers because of its capabilities to absorb the new technologies. Manuscript profile

        These days, high growth and rapid changes in technology on the one hand, and the utilization of new approaches emerged in the economy and management literature on the other, make knowledge resources become more important than other organizational resources. This viewpoint is based on two main sources; one of them is IT resource and the other is human resource. This kind of attitude to these sources leads to two different approaches of knowledge management: one is related to IT resource and the other is related to human resource. In the investigations about the causes of failure in the most knowledge management projects in knowledge-based organizations, human resource and IT resource approaches are studied separately. In this paper, by these approaches, not only has been the causes of failure in knowledge management projects investigated, but also the importance of these approaches has been studied, too. The study shows that the technology and its benefits cannot be ignored. At the same time, for making organizations less formal, non- technological resource (human resource) management should be at the helm of management priorities. In order to use technology advantages while avoiding its disadvantages, organizations' knowledge resource management should pay attention to the alignment between its technology and human resources.         According to many economists, since the multinational enterprises entering the host economy have relatively more modern technologies than domestic firms, developing countries can reduce their technological gap through FDI inflow channel. It should be noted that the technology spillover of foreign investors is a function of domestic capacity for absorbing these technological spillovers. Considering the determining role of industry sector in the world economy, the goal of present study is to investigate the spillover effects of foreign investment from technological perspective, on the performance of industry sector of Iran during 1995-2009 years, in form of development plans. The results of the study show that during the second development plan a considerable correlation did not exist among improving the human capital (as the absorption capacity criteria), absorbing the foreign investment, spillover effects, and the industry sector performance. While in the third development plan, the mentioned correlations were significant. The reasons for the above mentioned significant correlations are as follows: policy requirements of the third plan about improving the research and development in macro-level of the economy, passing new laws of protecting and spreading the foreign direct investment in 2002. It is worth noting that while the above mentioned correlations had improved during the fourth development plan compared to the second plan, it shows weaker performance in comparison with the third plan. As a result, it should be noted that the mentioned correlations in industry sector were not significant during 1995-2002 years. Manuscript profile

        One of the most important discussions in recent decades is human capital. Human capital, or in other words, quality of labor or institutionalization of knowledge in human, increases production and economic growth. Although human capital has been discussed since the classical period in economics , modeling and presentation of national models of economic growth, in which, human capital is considered, captured the attention of researchers in recent decades. In classical models, production was assumed to be the function of labor and capital; however, the quality of labor or human capital must be also considered in this function as an effective factor. The impact of human capital and technological knowledge on economic growth is commonly accepted. This study aims to measure the impact of human capital promotion on economic growth in selected countries of OPEC. Economists have presented different indicators for measuring human capital, one of them is the amount of government expenditure on education. In this study, the growth rate of government total education spending, along with other influential variables (R&D expenditure, Investment) are analyzed through the panel data approach for the period of 1998 to 2007.The research results of this method, indicate that the impact coefficient of all variables are confirmed by theoretical bases, coefficients for all variables are significant, and human capital has a positive effect on economic growth. According to the research findings, improving human capital by increasing labor skills and capabilities, which leads to increase in productivity and production, along with enhancing research and development expenditure is recommended in order to achieve higher economic growth.         The objective of this paper is to identify the factors affecting the fast-growing companies. Based on the conceptual framework and literature review, this paper reviews four dimensions identified as the main factors of fast-growing companies. They comprise leaders’ characteristics, opportunity awareness, innovation and human capital. A questionnaire is used to collect data. The sample frame that will be used for the research will be the managers and employees with minimum six years of experience in the Behestan Daru Company. The techniques of the study were employed to analyze the data including Student's T test; analyzing Correlation and Friedman rank test. The results of this paper show that the above four dimensions have positive and significant effects on the fast-growing company. Furthermore, from the managers’ viewpoints, the factors are ranked according to their relative importance as follows: leaders’ characteristics, human capital, opportunity recognition and innovation while from the employees’ viewpoint they are ranked in the following order: leaders’ characteristics, opportunity awareness, human capital and innovation. Thus each of these sub-branches of the factors that can also be important from the perspective of their managers and experts are outlined as: Production and delivering new products, creative entrepreneurs, people with characteristics fitting the job description, an assessment of managers and staff periodically, circumstances, environment, management's ability to perceive entrepreneurial opportunities, identifying the potentials, experience in the organization, and entrepreneurial experience. In this study the conceptual framework of indicators that is another indicator of the interviewed managers and the experts was asked including communication, age, empowerment and financial capacities, organizational cultures, which are all influencing the fast growth.         This research is evaluated the theorical and analytical role of domestic R&D stocks, human capital and foreign R&D stocks (technology embodied in imports of capital and intermediate goods) on total factor productivity (TFP) growth of Iran׳s industrial sector. As regards, the research and development activities of Iran's industrial sector as compared to developed countries are little it could be hope to foreign R&D stock role and their spillovers on total factor productivity growth of this sector. because the absorption of foreign R&D spillovers mid developing the domestic R&D activities will provide favorable field to total factor productivity growth. Therefore, this study is investigated the direct effect of foreign and domestic R&D stocks (via technology embodied in imports of capital and intermediate goods (and human capital on total factor productivity (TFP) growth of Iran's industrial sector in during 1338-1385. The analytical results say that, human capital and foreign R&D stocks have respectively, the highest positive effect on TFP growth of industrial sector. While, in literature theory, domestic R&D stocks is also have a determinant role on TFP growth. But, by reason of low investment in research budgets and lack of the demand base of research activities, the effect of domestic R&D stocks on total factor productivity growth of Iran׳s industrial sector have, lower effect than foreign R&D stocks. Despite the vast literature available on each of them, their putting into practice is indeed challenging. On the one hand, Knowledge Management is considered as an additional work procedure in some organizations mainly due to the intangibility of the value which it adds to the system in the short run. On the other hand, in some other organizations, Human Resources Management is reduced to personnel management and handling the employees official tasks. Therefore its principles such as employees' performance appraisal, leading in most cases to the achievement of organizational goals, are exploited as a means for either encouraging or punishing the employees. Improving the performance of the organization requires a pre-defined standard framework. This framework delivered to such organization by Investors in People Standard (IIPS) and gives this chance to the organizations in order to make an infrastructure and suitable environment which will result in developing human resources and improving organization performance. New Technologies cause enhancement in production factors and create further variations in productions. Furthermore, technologies create changes in comparative cost of production, and increase the comparative advantages in corporations and ultimately in the countries. Research, development and innovation costs, and new technologies allow corporations to improve their production abilities; thus resulting in capacity growth, cost reduction, quality improvement, and timely delivery. Unique characteristics of Innovation and new ideas are not challengeable. For example, achievements in a new method, will give others easier access, without causing interruptions to the previous users. Therefore, such products are produced once and can be mass-produced then after. In this article, the importance of research and development in the growth of value added through an endogenous growth is explained.         Organizations experience management needs during the different periods of their life cycle. In fact, based on the present conditions dominating the organization during a specific period, management measures should be taken or an organization would actually die. This problem is even more extreme about the tenants in incubators and preincubator stage seeds, because companies and seed firms in incubators are truly vulnerable against mismanagement, and this problem would cause failure more than any other time. Taking nice management style during preincubation and incubation period, not only prevents from death of the company, but also increase probability of success, because the success of organization is depend on their successful passage from different levels and stages.         Improvement of labor productivity is one of the main objectives of the economic firms. Consequently, identification of the factors that affect the productivity was significantly considered by the economists. Entreprenership is one of the factors that affect the labor force productivity. Overall, entrepreneurship prepares the ground for efficient application of new technologies in the society. Moroever, entrepreneurship turns the knowledge and technologies to new goods and services and increases the labor productivity. The current study investigates the effects of development of entrepreneurship on improvement of labor force productivity in developed and developing countries using GLS regression. The results show that in both groups of countries, human capital has an equal effect on improvement of productivity. However, the effect of per capita physical capital on labor productivity is significantly different in developed and developing countries. It is worth noting that GEDI, entrepreneurial attitudes and entrepreneurial activities indices have significant and positive effect on improvement of labor force productivity in both developing and developed countries. However, the effect of entrepreneurial aspirations on improvement of labor productivity is posititve and insignificant. The results of the current study show that the coefficient of entrepreneurial attitudes and activities in developing countries is less effective on labor productivity compared to developed countries. The purpose of this article is to introduce the Global Innovation Index (GII) and technology achievement index (TAI) and to evaluate Iran in these indicators. Our country has earned 120 through GII ranking in 2014. Previous studies reported of global innovation index show that our country has not been able to improve its position. Global Innovation Index is made up of 21 main variables that our country in the variable of higher education, research and development, knowledge creation and public infrastructure is better than other variables. It earned the lowest score In variables of political environment, experience and competitive, knowledge dissemination and knowledge in comparison with other variables. It means our country has good position in Input Components especially in high education but in Components of output has not good condition. Another indicator is access to technology; this index includes the creation of new technologies, release new innovations, diffusion of old innovations and human skills that in this indicator are member of intermediate these countries.         T oday, all countries are seeking promotions in productivity field which can obtain more national production by using fewer resources. This is because of the direct relationship between per income of each country and its productivity rate. One of the most important factors in promoting the goals of management in organization are experts’ resources. Therefore, skilled labor are known as a fundamental invest and organization`s success factor. So, the procedures should be modified and the affairs be improved for organization`s success and survival and this creates by making organization`s and employees more productive. On the other word, an organization which can present better and efficient services and lower costs with effectiveness will be more succeed. This study aims to review the related literature and models of productivity, over the past twenty years, to identify the most important factors affecting on the productivity of human resources and to provide the most appropriate human resource productivity model. This study tries to develop the current findings about the principles and rules of human resource productivity using current resources by a library technique. The results showed that the affecting factors on the productivity of manpower to forty-seven indicators that the integrated model of ESCAP and the Balanced Scorecard, a conceptual model by a hybrid SCOP-BSC model encompasses forty seven criterion which are classified into four factors as bellow: technology and knowledge, customer, techniques and process and organizational.         Theorists have predicted the emergence of the new economic era in which knowledge is the main source of wealth and economic output. In other words, in a new era, the economy is getting away from the resource-based method and is getting close to the knowledge-based one. Knowledge-based economy formed based on the production, distribution and application of knowledge and information. Therefore, investing in knowledge and knowledge-based industries got particular attentions. This paper reviews the literatures of knowledge-based economy due to its importance, and the emphasis of The Supreme Leader on special attentions of policy makers to implementation of it based on upstream documents. This article is provided according to the analytical and descriptive method based on available documents. The knowledge-based economy is addressed in the course of economic ideas, theories of knowledge-based economy, definitions, characteristics, advantages, elements, measuring indicators, policies of the knowledge-based economy in Iran, situation of Knowledge-based economy in Iran based on World Bank Index. At the end conclusion is presented. The results show that the fulfilling of the knowledge-based economy requires trained and skilled workforce, supportive government policies, making reform in society culture, efficient innovation system, indigenous knowledge, ICT, institutional and government stimulus, supporting intellectual property rights and so on. Although the World Bank 2005 report shows that there was a very significant imbalance between the indicators. By government efforts, the imbalance was declined slightly in 2007 and according to the latest World Bank report in 2012, Iran with an average 3/91 has gained the rank of 94 between 146 countries in terms of the knowledge-based economy.         Experts believe the academic humanities is the platform of all sciences in any countries. Therefore, the academic humanities should provide development platforms before experiential and technical sciences. The movement from training-based universities to entrepreneur-based universities was based on turning theory to practice and knowledge commercialization, which led to the creation of incubators and university spin off enterprises. But something which was neglected was the status of the humanities in the incubators and university spin off enterprises. This paper is a qualitative study which the researchers studied the records, information on the database and interviewed with the experts from the Science and Technology Parks and Incubators. Open and in-depth interviewing method was applied to describe challenges and problems for knowledge commercialization in the field of the academic humanities. In the end, The researchers suggest a model for humanities’ spin off enterprises by considering software technology, in order to move in the post post-modern world and localization of humanities and move towards the creation of a fourth generation university.         One of the issues encountered by the Iranian Humanities and Social Sciences Society is the commercialization of knowledge and business creation in this field. As a result, the deprivation of business areas from the benefits and capacities of the humanities and social sciences, the wasting of the country's capital, the unemployment of a large number of graduates, immigration and employment in irrelevant businesses are the main consequences of this issue. Therefore, this paper attempts by reviewing the literature on entrepreneurship, the supporting ecosystem of entrepreneurship and the study of two domestic and international universities, provide some solutions for developing university entrepreneurship in the field of humanities and social sciences. The results show that in comprehensive universities, firstly, engineering faculties and then social sciences, economics and management schools engage in entrepreneurship. However, other colleges are resisting entrepreneurship. Therefore, at a humanities university, the stimulation of all faculties for entrepreneurship innovatively, along with the pursuit of scientific and research tasks, should be carefully addressed and start with the colleges whose products and services are closer to the market. In addition, there is no universal framework for creating an academic entrepreneurship ecosystem. Thus, the officials of the universities in the field of humanities must be able to create a environment in which, while preserving the traditional values of education and research, put the commercialization capacity of creating entrepreneurial culture in the university at the center of attention of students and staff.         Considering the Theorizing as an indicator for generating the knowledge of academic institutions, the participation of universities in the field of humanism in scientific development and theorization is of particular importance. The practical efficiency of the theory is conditioned on the operation of the generated knowledge and its movement from the step of analogical reasoning (normative theory) to the inductive argument (the descriptive theory) in the theoretical cycle. Thus, the Test theory in the inductive argument can be considered as the main mission of the Humanities University. In this cycle, the observed anomalies lead to the production of knowledge and theorizing and access to the authority of the Humanities University. In order to move the knowledge cycle from theory to reality and transforming knowledge into a theoretical cycle, from the deductive reasoning (normative theory) to inductive reasoning (descriptive theory), there is a need for universities to target the universities in order to participate in various missions that can identify and explain these abnormalities. This means that in the knowledge production cycle all universities have the same importance in scientific development. Given the intrinsic nature of Humanities Universities in direct relation with society, the establishment of Humanities Incubator can lead to direct association of university professors with the community and create the production of indigenous knowledge of humanities. In fact, these centers can connect with various cultural institutions of the society along the lines of indigenous patterns through the establishment of a business in the field of humanism through the use of professors from the university of humanities and other universities. Such a structure, by removing obstacles to the development of higher education system, will define the ecosystem of education in Humanities Universities, which will be the basis of the theoretization based on indigenous knowledge in the country.         In recent years, the advent of cloud computing has brought significant advances in the IT industry, and business management. One of the most important advantages of this technology is its reduced cost and the ability to seamlessly manage resources without the need for costly deployment of multiple infrastructures and software, and is thus widely used in the deployment of management systems and systems in organizations. Cloud computing technology has also been widely used in human resource management systems. In many cases the implementation and deployment of multiple HRM systems and software, especially for small and medium-sized organizations, entails numerous costs. Cloud computing technology is a tool that allows organizations to form and manage management systems, including their own human resource management systems, in a seamless, low-cost cloud environment. The purpose of this study is to explore the applications, advantages and challenges of cloud computing technology in human resource management, and its implementation requirements especially in small and medium enterprises. The study was carried out through library method and literature review. And it has attempted to review how literature and the requirements of cloud computing are applied in human resource management by reviewing literature and research in this area. Based on the findings of this study, the applications of cloud computing in human resource management systems in SMEs are widespread. This technology can be used in talent recruitment, training and development of human resources, compensation management systems, and human resource management and evaluation. Also, the advantages and challenges of this technology in human resource management of small and medium-sized enterprises can be categorized into two general categories, including internal and external factors. Internal advantages and challenges include technical, security, human, and financial factors, and external factors include environmental and legal factors. The applications and advantages and challenges of this technology are described in detail in the HRM systems of SMEs. The findings of this study can serve as a basis for companies and organizations to manage small organizations using and utilizing cloud computing technology in human resource management systems.         In the present age, intangible assets such as branding, quality, technology, innovation, creativity, and knowledge capital are the source of organizations' competitive advantage. Organizations need to be able to create the right mental image of themselves in the minds of their community, customers, and employees to attract and retain motivated, committed, and talented human resources. Given the importance of this issue in science and technology parks as technology and knowledge-based institution, whose most important assets are knowledgeable people, this article seeks to use the system dynamics approach of dynamic relationships of brand promotion policy on human resource performance in the park. Examine science and technology and provide appropriate solutions to improve the structure, quality, and quantity at the level of parks and ultimately improve the performance of science and technology parks. In this regard, using the opinions of experts in in-depth interviews in group model building (GMB) sessions, the problem was explained and a dynamic hypothesis was developed and a qualitative model (cause and effect diagrams - CLDs) and a quantitative model (stock and flow diagram - SFD) were developed. The results of group modeling in this paper lead to the identification of three strategies to increase agility and performance flexibility through the development of revenue sources, development of national and international science and technology parks, development of communications, and the scope of influence and development of specialized institutions, Technology, and communication with industry/market.
